Abstract

Climate change constitutes a significant problem in relation to sustainable development, environmental management, and institutional governance. Although there are many international agreements and climate commitments made at the national level, there is still a wide gap between the goals and their implementation. In this context, the present study investigates the role of climate governance and policy innovations in terms of addressing climate mitigation, adaptation, and environmental resilience. The study employs a qualitative, descriptive, and comparative research approach using secondary sources of data from peer-reviewed literature, international agreements, and reports from reputable organizations. Results from the United Nations Environment Programme’s (UNEP, 2024) Emissions Gap Report suggest that global greenhouse gas emissions based on the then current policies were expected to reach 57 GtCO₂e in 2030. The analysis shows an emissions gap of about 2 GtCO₂e beyond the unconditional nationally determined contribution trajectory and 5 GtCO₂e over the conditional trajectory. The numbers above reflect the gap between current policy assumptions and climate commitment. Moreover, from the comparative analysis, it is apparent that novel policy approaches could help in climate change initiatives alongside well-functioning governance systems, financial means, monitoring, and participation. Climate governance, therefore, is proposed to integrate emissions mitigation, adaptation, environmental justice, and sustainable development in the planning process. The study suggests more institutional coordination, climate-sensitive budgets, performance metrics, and policy evaluations. The results have given an evidence-based approach to show how governance reform and policy innovation may improve environmental resilience.
